On April 27, 2006, for the first time in the history of Azerbaijan education system and regional journalism, Nakhchivan State University "Student" television studio started operating. The experience of America, Switzerland and Turkey was mainly used in the establishment of television. In modern conditions, the university television, which brought to the fore the concept of cable television (a television system that delivers information and programs to individual subscribers via cable from the central station), is broadcast throughout the university territory through televisions set up in the large auditoriums of the educational buildings located on the 108-hectare territory of the higher education institution.
By the order of the Cabinet of Ministers of Nakhchivan MR dated October 11, 2006, the appropriate frequency has been allocated for television broadcasting in the territory of Nakhchivan MR. In accordance with the decree, the television was registered with the state registration of the Ministry of Communications and Information Technologies of Nakhchivan MR on October 20, 2006, and the special frequency allocated by the ministry and the permission to broadcast on a separate channel allowed the television channel to be watched 10 kilometers from the university territory.
The scientific and educational programs prepared by the television play an important role in the development of student youth. The participation and successful representation of the university television in the Centaur international film festival held in Tbilisi in 2010 recommends that our students and teachers approach the work of cameramen, directors and editors, and the requirements for making documentaries more responsibly and enthusiastically.
University television broadcasts the relevant lectures of the professors and teaching staff, the wishes and recommendations of foreign guests invited to the university to a wide audience through the telebridge, which is considered one of the requirements of our globalized world. it combines concepts such as innovation, development and integration. The main creative team consists of teachers and students of the university's Journalism major. In a short period of time, presenters, editors and operators, reporters, editors and technical staff were formed on the television. Even today, programs related to significant historical days are broadcast on television, and the processes taking place in the university environment are conveyed to the audience. they are informing the local television audience by transferring the images and meetings from their cities, Moscow, Novosibirsk, Seoul, Busan and Kimchong of South Korea to the memory of the video tape and turning these meetings into the memory of history. Journalists formed at the university television are strengthening the foundation of their future activities by being considered mature personnel for the Nakhchivan State Television and Radio Broadcasting Committee as well as other TV channels.
As it is known, the project "Electronic education network and digital multimedia infrastructure at Nakhchivan State University" implemented by the university in cooperation with the Korea International Cooperation Agency (KOICA) of the Republic of South Korea was successfully completed, and the second important component of the project was related to the digital multimedia infrastructure. The new infrastructure created in the "Student" television within the framework of the project has opened wide opportunities for the preparation of video lessons and the application of distance learning. For this purpose, the television is equipped with modern technologies, a virtual studio is installed here. The newly built system consists of control, server room and studio rooms. The main goal in building the system is related to the transition to distance education at the university and the creation of an electronic university. In the control room, contents - video lessons are captured and recorded in "HD" format using a special program, placed in the "Electronic lecture" section reserved for teachers on the university's internet portal. Since January 2018, the university has been conducting distance education in 4 foreign language teaching specialties (English, Russian, French, German). Currently, "Universitet" TV and "Nuhchikhan" radio broadcast in Nakhchivan city in HD mpeg-4 digital format.
