Common law

Special right

In the summer of 1996, thanks to the initiative of national leader Heydar Aliyev, the specialty of jurisprudence was opened at NSU. In that year, only 50 students were admitted to full-time and part-time departments in the specialty of jurisprudence. Since 1997, in order to create conditions for personnel working in the country's law enforcement agencies and other management structures to receive higher legal education, personnel training in the specialty of jurisprudence has been started by involving them in additional higher education in the part-time chair of the faculty.  Already in 2000, the first law graduates of NSU received a license for life.

In those years, thanks to the close support of the university administration, the educational structures of the specialty of jurisprudence were formed. In the first years, the specialty of Law was part of the faculty of history and philology. In 1998, in order to raise the level of education in the specialty of jurisprudence and improve its organization, this specialty was taken from the faculty of history and merged with the faculty of economics. Thus, in February 1999, the faculty of economics and law was established, with associate professor Agarza Rustamov as its dean. A few years later, both the number of students and the strengthening of the material and technical base allowed the university administration to organize an independent law faculty. From the academic year of 2003-2004, the independent "Social management and law" faculty was established, where associate professor Garib Allahverdiyev was elected dean.

The first head of the "Legal subjects" department operating under the faculty was Fakhraddin Nagiyev, candidate of legal sciences. In May 2001, he was replaced in this position by Najaf Orujov, an experienced lawyer, candidate of legal sciences.  Since May 2004, associate professor Shukur Mammadov has been elected as the head of the chair. On June 8, 2016, Doctor of Philosophy in Law, associate professor Kahraman Novruz oghlu Behbudov was elected as the head of the chair. On February 21, 2022, Doctor of Philosophy in Law, docent Kahraman Novruz oghlu Behbudov was elected to this position for the second time.

On September 2, 2024, the Chair of Law Special and general law is divided into two departments. Kahraman Novruz oghlu Behbudov remained the head of the chair of special law.
