The department is created and abolished by the decision of the Scientific Council of the University.
In its activities, the chair is guided by the Constitution of the Republic of Azerbaijan, the Law of the Republic of Azerbaijan "On Education" and other laws, decrees and orders of the President of the Republic of Azerbaijan, decisions and orders of the Cabinet of Ministers of the Republic of Azerbaijan, the Charter of the University, other legislative acts, orders and orders of the rector of the University, decisions and the Statute of the Academic Council of the University.
The unit operates in the following areas:
1. Prepares and applies the normative-legal basis necessary for the implementation of the university's activities; 2. verifies the legality of orders, instructions, statutes, regulations and other documents that require a legal opinion; 3. Defends the legal and legal interests of the University in courts, ensures the preparation of procedural documents (claims, objections to claims, appeals, cassation and additional cassation appeals, etc.) related to court reviews; 4. Represents the University in relations with state bodies, local self-government bodies, legal and natural persons, defends its rights and legal interests within its powers related to the issues related to the scope of the chair's activities; 5. Represents the University at various level events held on issues related to the activity of the chair, 6. He is represented in commissions and working groups established at the university and participates in their work; 7. In order to act as an expert or witness in court hearings in which the University participates, raises the issue before the management regarding the participation of the employees of the University's structures in the judicial process; 8. prepares proposals for the elimination of reasons and conditions that cause violation of the requirements of the legislation, organizational and administrative documents by the employees of the structures of the university, as well as the improper execution of the assignments, tasks and functions assigned to them; 9. Gives a legal opinion on the submitted documents, makes recommendations for the purpose of adapting those draft documents to the legislation, participates in the preparation of normative documents; 10. Based on the chair's opinion, it supervises the adaptation of the documents returned to the structural units of the University or specialists to the requirements of the legislation;11. Takes measures and controls changes to the process of analysis and implementation of information on fines paid by the University for breach of contractual obligations;
12. Prepares proposals for settlement of disputes in a pre-trial (claim) manner and submits them to the management; 13. Considers the complaints (claims) received in connection with the activities of the university, checks whether they are justified or not, examines the relevant procedural terms, references by the claimant to normative acts, contracts and other legal documents, checks the factual situations reflected in the complaints (claims); 14.
